The Commissioner of Social Services, County of Rockland, petitions to commit the guardianship of the person and custody of Sarah Joan Strausberg, to the commissioner, by reason of the mental retardation of the natural mother pursuant to section 384-b (subd 4, par [c]) of the Social Services Law of the State of New York and to permit the adoption of the child upon the granting of the petition without further notice to the respondent.
