We hold that the district court of the second circuit (the court)1 was wrong in denying the motion of Defendant-Appellant Raymond J. Heapy (Defendant) to suppress “all of the evidence and statements obtained as a result of the police stop of [his] vehicle” because (1) the purported investigatory stop by the police violated article I, section 7 of the Hawaii Constitution2 in as much as it was not supported by a reasonable and artic-ulable suspicion that Defendant was engaged in criminal conduct and (2) the “chase car” police procedure of stopping all vehicles that lawfully…
