The City of Allegheny was incorporated by an Act of Assembly, passed the 13th of April 1840, Pamph. L. 303, by which, in the 7th and 8th sections, modelled after the act to incorporate the City of Philadelphia, the legislative power of the corporation was vested in the Select and Common Councils of the city, and the laws, ordinances, regulations and constitutions passed by them were required to be published and recorded in the office of the recorder of deeds in and for the county of Allegheny.
