RESTANI, Judge.

This matter is before the court on cross motions for Summary Judgment, pursuant to USCIT Rule 56, brought by both plaintiff, Dynacraft Industries, Inc. (“Dynacraft”), and defendant, the United States. 1 In this matter, the United States Customs Service (“Customs”) refused to grant Dy-nacraft interest on the cash deposits that it had posted, before any antidumping duty order was published, as security for potential antidumping duties on its imports.
