Pro se plaintiff Richard McAllan commenced actions in 2001 and 2003 against the City of New York (“City”) and several city officials, pursuant to 42 U.S.C. § 1983, alleging that defendants retaliated against him for asserting his First Amendment rights and for filing a False Claims Act (“FCA”) action against them. Plaintiff also alleges that defendants violated his due process rights by subjecting him to a disciplinary proceeding.
