NEUMAN, Justice.

This is an appeal from a declaratory judgment concerning calculation of pension benefits for retired police officers. The question is whether certain “educational bonus pay” should be properly considered “earnable compensation” under Iowa Code section 411.1(11) (1987). The district court held that under the circumstances of this case, it should.
