The sole issue raised by District on appeal was whether Jiricek’s claim for retirement system contributions under the “buyback” provisions of (SDRS) is barred by the statute of limitations set forth in SDCL 15-2-13.
*351Under the law as it existed when contributions should have been paid to the Teacher’s Retirement System on behalf of Jiri-cek, contributions from his salary were to be deducted and contributions by the District were to be paid to the Teacher’s Retirement System.
