This mátter is béfóre the Court on the Motion to Dismiss [ECF No. 14] filed on behalf of the United States Attorney for the District of Columbia, and the Public Defender Service for the District of Columbia’s Rule 12(b)(6) Motion tó Dismiss Plaintiffs Complaint [ECF No. 3, at 29-34]. For the reasons stated below, the Court grants both motions.
