This is a proceeding in mandamus to compel the State Labor Commissioner to issue a license to petitioner for the purpose of operating an employment agency in the City of Portland. The application for the license was made in the manner and form as provided by statute. Accompanying it were the affidavits of ten freeholders to the effect that they believed the applicant to be a person of good moral character and capable of conducting such business.
