Plaintiffs, as residents and taxpayers of a newly organized sewer district and as prospective users of a proposed sewer system to be constructed in the district, brought suit challenging the legality of the proceedings under which the sewer district was organized and the commissioners thereof elected, and questioning the validity of all acts done and contracts executed by the sewer district commissioners.
