Current and former residents of Frederick, Maryland brought this suit under the Federal Tort Claims Act (“FTCA”) for injuries they trace to the United States Army’s waste disposal and remediation practices at Fort Detrick, an active base within Frederick’s city limits. The residents’ claim is twofold: First, they allege that the Army negligently disposed of trichloroethylene, tetrachloroethylene, and other hazardous chemicals at Fort Detrick.
