OPINION

HAMILTON, Circuit Judge:

Patricia Williams (Williams) sustained personal injury when she slipped and fell in the lobby of a building leased by the United States. Alleging that the United States’ negligence in maintaining the premises caused *302her injuries, Williams subsequently sued the United States pursuant to the Federal Tort Claims Act (FTCA), 28 U.S.C.A. §§ 1346(b), 2671-2680 (West 1965 & Supp.1993).
