This original petition for a writ of certiorari or mandamus challenges on jurisdictional grounds the authority of the district court to proceed with an action pending before it.

On May 16, 1991, Nevada Power Company (NPC) filed with the Public Service Commission of Nevada (the Commission) an application for a general rate increase of approximately $37.2 million.
