The plaintiffs, who are citizens and resident taxpayers of the city of Detroit, seek to *362restrain, the city from proceeding with the erection of a municipal garage without first having complied with the city charter relative to the letting of contracts to the lowest responsible bidders, and without having levied a tax assessment or provided for a bond issue to defray the costs of construction.
