Irshad Learning Center, a Muslim religious and educational group, seeks a conditional use permit in order to use property in unincorporated DuPage County for religious services and educational purposes. DuPage officials have denied the request. In this lawsuit, Irshad alleges that the denial violates Irshad’s rights under the United States Constitution, the Illinois Constitution, and the Religious Land Use and Institutionalized Persons Act (“RLUIPA”).
