FINDINGS OF FACT(1) Plaintiff, Benjamin Carl Pickens HI, is an adult residing at 1531 North 60th Street, Apt. B, Philadelphia, Pa. 19151.(2) Defendant Travelers Insurance Company is the assignee of the Pennsylvania Financial Responsibility Assigned Claims Plan.
