The plaintiffs, a coalition of conservation organizations and environmentalists, bring this action against several employees of the United States Forest Service pursuant to the National Environmental Policy Act (“NEPA”), 42 U.S.C. §§ 4321-47, and the National Forest Management Act (“NFMA”), 16 U.S.C. §§ 1600-14.
