Plaintiffs in this case challenge a decision of the United States Fish and Wildlife Service (“FWS” or “the Service”) to suspend imports of African elephant trophies sport-hunted in Zimbabwe. The suspension resulted from FWS’s preliminary and final determinations in 2014 that sport-hunting of African elephants intended for import to the United States would not enhance the survival of the species.
