This condemnation action involves a taking by the City of Des Peres (“City”), plaintiff-respondent, of an approximately .52 acre tract of land in the exercise of its power of eminent domain. The tract (“Parcel”) is located at 1000 North Ballas Road in Des Peres, Missouri, in St. Louis County and was owned by defendants-appellants, the Persels Partnership, Ralph Nelson Persels, Jr., Jane Lee Elder, Patrick O.
