DAVID A. NELSON, Circuit Judge.
This case is before us on a petition for review of an order of the Board of Immigration Appeals denying a motion to recon sider an earlier refusal to grant petitioner asylum as a “refugee.” We shall grant the petition for review, having concluded that the Board erred in determining that petitioner is not a refugee and abused its discretion in declining to reconsider that determination.
