SCHLESINGER, District Judge.
Before the Court is Plaintiffs Motion for Preliminary Injunction (Doc. No. 4, filed August 7, 1997). Defendants City of Jacksonville (“City”) and Sheriff Nathaniel Glover (“Sheriff’) filed a response in opposition on August 13, 1997. See Doe. No. 12. On August 14, 1997, the Court heard argument on this motion, at which time Defendant the Honorable Charles O. Mitchell, Jr. (“Judge Mitchell”) filed his response in opposition. 1 See Doc. No. 17.
