In case No. 93358, the City of Detroit appeals as of right from the Michigan Employment Relations Commission’s decision that the physician members of the Salaried Physicians Professional Association (sppa), affiliated with the United Automobile Workers, were the city’s employees and, therefore, entitled to have an election. In case No. 94307, the city appeals as of right from the circuit court’s decision to grant a preliminary injunction pending the outcome of sppa’s unfair labor practice charges against the city.
