I. INTRODUCTION

Peter A. Crawford (“Crawford”) filed this action against Celia Blue and Rachel Kaprielian, current and former Massachusetts Registrars of Motor Vehicles (collectively, the “Defendants”), under 42 U.S.C. section 1983, for violation of his rights under the federal and Massachusetts , state constitutions in connection with a speeding ticket and the ensuing revocation of his Massachusetts operating privileges.
