Plaintiff Farhad Simpson, by and through his counsel, filed suit against the City of Philadelphia ("the City")1 , Sheriff Jewell Williams, and John Doe Sheriff's Officer Operating Sheriff's Van ("JDSO"), asserting claims of negligence, recklessness, intentional infliction of emotional distress ("IIED"), and deliberate indifference in violation of the United States Constitution and the Pennsylvania Constitution.
