In this action plaintiff, appearing individually and on behalf of others similarly situated, challenges the legality of the practices of the City of New York in its efforts to terminate the public assistance (“PA”) benefits of PA recipients who have bank accounts with balances in excess of $1,000, which render their owners ineligible for PA benefits.
