Plaintiffs are applicants for, or recipients of, benefits based on disability under the federal Supplemental Security Income (“SSI”) and Old Age Survivor's Disability Insurance (“OASDI”) programs, both of which are administered by the Secretary of Health and Human Services ("the Secretary”) pursuant to the Social Security Act, as amended, 42 U.S.C. § 401 et seq.
