This is an appeal by the Center City Residents Association (protestants) from an order of the Court of Common Pleas of Philadelphia County affirming the *418decision of the Zoning Board of Adjustment of Philadelphia (Board) to grant a use variance to 18th and Rittenhouse Associates (applicant) for premises at 250 South 18th Street.
