Harlis Woods brought this suit under 42 U.S.C. § 1983 against the Illinois Department of Children and Family Services (“IDCFS”), Lutheran Child and Family Services of Illinois, Inc. (“LCFS”), and various individuals. He alleged that defendants violated his due process rights when, twenty years earlier, they took him into state custody and failed to protect him from childhood sexual abuse he suffered at the hands of another child.
