This is an appeal from a judgment entered in the district court granting a motion for summary judgment in favor of the United States, co-defendant in an action brought by Boston Edison Company, (hereafter Edison), against the United States and Great Lakes Dredge & Dock Company (hereafter Great Lakes). Great Lakes was an independent contractor employed by the United States to conduct dredging operations to improve the navigability of the Chelsea River.
