1 Plaintiff, Adolescent and Family Institute of Colorado, Inc., appeals from the district court's declaratory judgment in favor of defendant, Colorado Department of Human Services, Division of Behavioral Health, Aleo-hol and Drug Abuse Division (ADAD). The court determined that defendant's regulation, which required plaintiff to submit confidential patient information to defendant, did not violate state or federal confidentiality statutes as applied to plaintiff.
