Covington is a city of the second class and is operating under the commission form of government, the hoard of commissioners consisting of the mayor and four commissioners. This action was brought by four taxpayers and residents of the city to test the validity of a contract made between the city and appellee, O. F. Moore, doing business under the name of the O. F.
