This is a proceeding upon a writ of certiorari sued out by the relator to review his dismissal from the police force of the city of New York, in which he was a captain. On the 13th day of May, 1895, there were served upon Capt. Eakins, Supt. Byrnes, and Pres. Roosevelt, of the board of police, certain papers drawn up by the Society for the Prevention of Crime, which contained, in substance, the charges upon which the relator was finally tried.
