By this CPLR article 78 petition, the New York Times Company (the Times) seeks to compel the respondents, City of New York (City) and the New York City Human Resources Administration (HRA),1 “to release information under Section 136 (1) of the Social Services Law,” which is contained in the books and records of disbursements for public assistance.
