Petitioner Carlos Carvajales-Cepeda seeks a writ of habeas corpus pursuant to 28 U.S.C. § 2241 challenging his detention by the Immigration and Naturalization Service (“I.N.S.”) and requesting a stay of his deportation. Respondents assert that this Court may not issue the writ requested, because it lacks personal jurisdiction over Carvajales’s custodian, who, they urge, is the District Director for the I.N.S. in New Orleans, Louisiana.
