DURHAM, Chief Justice:

INTRODUCTION

¶1 The Southern Utah Wilderness Alliance (SUWA) appeals the district court's or der affirming the State Records Committee's denial of records sought by SUWA from The Automated Geographic Reference Center (AGRC) pursuant to the Government Ree-ords Access and Management Act (GRAMA). The district court denied summary judgment to SUWA and granted summary judgment to the AGRC. We reverse.
