The City of Los Angeles (City), acting by and through its department of water and power (DWP), appeals the judgment of dismissal entered after the superior court sustained the demurrer of real party in interest Department of Water and Power Management Employees Association (MEA) to the DWP’s petition for writ of mandate. The sole issue before us is whether Government Code section 3509.5 1 controls review of a decision of the City of Los Angeles Employee Relations Board (ERB), or whether the ERB’s decisions are reviewable on a writ petition brought in the superior court.
