OPINION AND ORDER

CHARLES R. NORGLE, District Judge.

On May 12, 1992, at approximately 12:15 a.m., Petitioner Marilyn Mulero (“Mulero”) and two other individuals murdered Jimmy Cruz (“Cruz”) and Hector Reyes (“Reyes”) in Humboldt Park, which is located in the near northwest side of Chicago, Illinois. People v. Mulero, 176 Ill.2d 444, 223 Ill. Dec. 893, 680 N.E.2d 1329, 1331 (1997). Mulero pled guilty to four counts of intentional murder before the Circuit Court of Cook County and received the death sentence. Id.
