MEMORANDUM OPINION AND ORDER

On August 25, 1988, plaintiff Ronald Kitchen (“Kitchen”) was arrested and interrogated in connection with the murders of Rose Marie Rodriguez, Daniel Rodriguez, Deborah Sepulveda, Peter Sepulveda, and Rebecca Sepulveda (“the Rodriguez/Sepulveda murders”). After making an incriminating confession, he was convicted, sentenced to death, and spent twenty-one years in prison.
