Evelyn Gonzalez-Caballero appeals the district court’s denial of her petition to return her daughter, Danelsy, to her custody in Panama. The district court found that Gonzalez-Caballero consented to the removal and retention of Danelsy from Panama to Arizona by Danelsy’s father, Ramon Mena, an American citizen.
