Under Article I, Section 2 of the United States Constitution, congressional representatives shall be apportioned among the several states according to population, as determined by a decennial census. The Bureau of the Census, U.S. Department of Commerce [“the Census Bureau”], conducted the required decennial census of Wisconsin' — and all other states — during the first part of last year.
