MEMORANDUM OPINION AND ORDER

I. INTRODUCTION
August 23, 2011, is the date scheduled for the city council election for the City of Montgomery, Alabama. Plaintiffs, who are registered electors in the City of Montgomery, allege that their voting and equal protection rights will be infringed if the August 23, 2011 city council election is allowed to proceed under the existing, precleared district apportionment plan, which was configured based upon the 2000 federal census figures.
