In her original and amended complaints, Marsha L. Padgett sued the City of Louisville (the City), Ruby Construction Company (Ruby), Louisville and Jefferson County Metropolitan Sewer District (Metropolitan), and Perry M. Adams for damages for injuries sustained when the automobile in which she was riding as a passenger and which was being operated by Perry M. Adams ran into a pool of water on River Road and wrecked.
