FEINBERG, Circuit Judge:

The National Labor Relations Board (NLRB) has again petitioned this court for an order adjudging respondents J. P. Stevens & Co. and certain of its supervisory personnel in civil contempt. The NLRB alleges that respondents have violated the orders of this court entered under our decisions in J. P. Stevens & Co. v. NLRB, 380 F.2d 292 (2d Cir.), cert. denied, 389 U.S. 1005, 88 S.Ct. 564, 19 L.Ed.2d 600 (1967) (Stevens I); Textile Workers Union of America v.
