Princess P. LaCaze (hereinafter “LaCaze”), Louisiana prisoner #403264, was convicted in state court of second-degree murder and sentenced to life imprisonment. LaCaze filed a habeas petition in federal district court pursuant to 28 U.S.C. § 2254, which was denied. This court then granted a certificate of appealability on two issues: first, whether the State withheld Brady material concerning a promise made to LaCaze’s co-defendant, see Brady v.
