This is a State prisoner habeas corpus case. On July 29, 1987 this Court entered orders which denied the prayer of respondent’s response to the order to show cause that the petition be dismissed without further judicial proceedings and which directed the Attorney General to brief the merits of petitioner’s federal claims for habeas corpus relief. 1 We have considered the brief on the merits filed by the Attorney General and the petitioner’s traverse on the merits filed in reply to the Attorney General’s brief.
