This action is brought pursuant to the court’s bid protest jurisdiction. Plaintiff, Klinge Corporation (“Klinge”), alleges that the United States, acting through the Marine Corps Systems Command (“the agency”), has acted arbitrarily, capriciously, and in violation of law, in awarding a contract for the delivery of “Large Field Refrigeration Systems” (“LFRSs”) to the intervenor, Sea Box, Inc.
