Appellee, the city of Springfield, owns and operates an electric light plant, produces electricity for its own use and. sells electricity not required for its purposes to private consumers at about one-half the cost for which it can be procured from other sources. Appellant is a private corporation engaged in the production and sale of electricity in ■the city of Springfield and has complied with the provisions of the Public Utilities act.
