I. INTRODUCTION

This matter is before the Court on the parties cross-motions for summary judgment. The Court GRANTS both motions.

II. BACKGROUND

This matter arises from the construction of the Detroit Lions Stadium at Ford Field, which the parties refer to as the Detroit Lions Ford Field Project (“the Project”).
