Plaintiffs bring this cause of action, challenging the United States Forest Service’s decision to amend its forest management plan to enact region-wide grazing management standards, pursuant to the Administrative Procedure Act (“APA”). Currently pending before the court are Defendants’ Motion to Dismiss, or in the Alternative for Summary Judgment, Plaintiffs’ Motion for Summary Judgment, and non-party Apache-County’s Motion for Leave to File Declaration as Amieus-Curiae.
