This protest is directed against the assessment of duty by the collector of customs at the port of Baltimore on an im*42portation of natural cork in sheets at the rate of 45 per centum ad valorem under the provision in paragraph 1511 of the Tariff Act of 1930 (19 U. S. C. 1940 ed. §1001, par. 1511) for—
* * * manufactures wholly or in chief value of cork bark or cork, not specially provided for * * *
